The BUILDERS project (“Building Up Industry Loops through Development, Evaluation, and Testing of an Extended Producer Responsibility Scheme for Construction Products”) is developing harmonized and practical models of extended producer responsibility for plastic-based construction products. The goal is to systematically close material loops in the European construction sector, increase resource efficiency, and strengthen circular value creation.
The Energy Institute at JKU Linz is leading Work Package 3 of the project and is thus playing a central role in the socioeconomic, environmental, and behavioral assessment of potential EPR mechanisms. The focus is on stakeholder analyses, cost-benefit assessments, life-cycle analyses, and studies on the acceptance and behavior of relevant stakeholder groups.

In several European pilot regions, approaches for product groups such as flooring, pipes, and plumbing products are being tested. In addition, tools such as digital product passports, eco-modulated fee models, and new business approaches are being implemented. BUILDERS thus supports cross-border harmonization, the involvement of SMEs, and transparent and standardized reporting systems for the construction industry.
