Manuela Halbartschlager successfully completed her studies in Law at the Johannes Kepler University Linz in autumn 2025, with a focus on “Core Competencies of Public and Civil Law.” Her diploma thesis addressed Directive (EU) 2024/1275 on the overall energy performance of buildings (Energy Performance of Buildings Directive – EPBD), examining in depth the legal framework and its implications for the building sector.
Already during her studies, she worked in parallel as an engineer at Horak Architectura Planungs GmbH. This hands-on experience provided her with extensive insights into technical planning processes, construction requirements, and the practical implementation of energy law provisions, allowing her to integrate her legal expertise with technical issues early on.
Since January 2025, she has been working as a Junior Researcher at the Energy Institute in the Law and Technology departments. In her work, she combines legal and technical perspectives, with a particular focus on issues related to building energy efficiency and the heating sector.
